The targeted poverty alleviation strategy points out the main direction of poverty eradication, namely, ecological protection, education, social protection and industrial development, highlighting the importance of sustainable development.
To eradicate poverty in all its forms and to work for it all over the world
UN Secretary-General Ban Ki-moon recently said: "The sustainable development agenda of 2030 is the common aspiration of all mankind for peace, prosperity and dignity. Only by eliminating all forms of poverty can we truly achieve the sustainable development agenda of 2030. Achieving this grand goal requires the joint efforts of the whole world.
It has been 30 years since I joined the United Nations. I have worked in the Asia-Pacific region for more than 20 years and witnessed the rapid development of China. Now China has become the second largest economy in the world. Over the past decades, China has made remarkable achievements in the field of poverty reduction, lifting about 660 million people out of poverty. In addition, China has incorporated the precise poverty alleviation strategy into the 13th Five-Year Plan to ensure the complete eradication of poverty by 2020.
Focus on China
The valuable experience that China has accumulated in successfully helping hundreds of millions of people out of poverty is of great concern. Looking back on the past, China has gone through different stages of development. With the continuous change of social and economic environment, the causes of poverty are also changing, which requires us to adjust poverty reduction strategies in a timely manner. Generally speaking, with the rapid economic growth and the acceleration of industrialization and urbanization, poverty reduction is becoming more and more institutionalized, more targeted and more extensive. To fully understand the meaning of poverty, we should not only regard poverty as a lack of income or necessities of life, such as food, housing, land and other assets, but also include factors such as education, health care and social inclusion in the criteria for measuring poverty.
China's latest precise poverty alleviation strategy once again highlights China's rich experience and resilience in the field of poverty eradication. At the time of China's economic transformation, the precise poverty alleviation strategy has pointed out the main direction of poverty eradication, namely, ecological protection, education, social protection and industrial development, highlighting the importance of sustainable development, especially in the social and environmental fields.
China is taking action to reduce poverty!
China's poverty reduction actions are highly consistent with the 17 sustainable development goals adopted by the United Nations. If the new poverty alleviation strategy is effectively implemented, it will promote the implementation of multiple sustainable development goals, including employment creation, sustainable urbanization, natural resource protection and so on.
The United Nations plays an important role in poverty reduction. First, the United Nations can provide a wealth of international experience and platforms to share China's poverty reduction experience with other countries through South-South cooperation.
Secondly, poverty eradication and sustainable development can not be achieved without the support of governments. All along, the United Nations has helped governments actively implement the Millennium Development Goals and accumulated a lot of valuable experience. These experiences can be applied to the implementation of sustainable development goals. Governments play a leading role and the United Nations provides long-term integrated planning.
Thirdly, the United Nations can help China monitor poverty reduction, adjust poverty reduction measures in a timely manner and establish a long-term poverty reduction strategy. It will be crucial to monitor poverty in an innovative way. The United Nations can help China update its national poverty database by using "big data" and other means to complement traditional door-to-door surveys. In addition, as more and more funds are devoted to poverty reduction, the United Nations can help promote the effective implementation of poverty reduction, establish assessment systems and assess the cost-effectiveness of public expenditure.
China has made unprecedented achievements in poverty reduction. During my tenure as United Nations Coordinator in China, I personally and the United Nations look forward to working with China to promote sustainable economic, social and environmental development.
