Speech by Deputy Director-General Hu Leming of Agricultural Mechanization Management Department of the Ministry of Agriculture at the China Agricultural Mechanization Outlook Conference: _
I am very glad to attend the "China Agricultural Mechanization Outlook Conference". First of all, on behalf of the Agricultural Mechanization Management Department of the Ministry of Agriculture, I would like to express my warm congratulations on the success of the conference.
Since 2004, China's agricultural mechanization has entered the track of rapid development, and the following decade can be called the "golden decade" of agricultural mechanization. In recent years, with China's economy entering a new normal in the new era, the growth rate of agricultural mechanization has fallen back, but also faced with some new problems and new situations, which need to be carefully studied and scientifically planned. These new situations mainly come from four aspects:

First, from the point of view of the state support policy, efforts are increasing, but the scale of funds can not jump as in previous years.

1. Subsidies for purchasing agricultural machinery, renovation of abandoned agricultural machinery and deep consolidation of agricultural machinery have also been included in the scope of subsidies. The next step is to carry out pilot subsidies for new products while adhering to the principle of "shrinking scope, reducing quotas and promoting openness", and to study the special needs of Ethnic Border areas.
In recent years, the integration of agricultural-related projects in China has increased year by year. Many projects have been integrated, such as the traditional three agricultural subsidies, but the agricultural machinery subsidies have not been integrated, and in recent years the scale of 23.75 billion yuan has not been reduced. This fully demonstrates the affirmation of the effectiveness of the implementation of the agricultural machinery subsidies policy and the importance attached to agricultural mechanization. Next, how to further improve the design of the subsidy policy system for purchasing machines according to the new situation needs to be further studied.
2. Last May, the State Council issued Made-in-China 2025, which takes "agricultural machinery and equipment" together with "new generation of information and communication technology industry", "aerospace equipment", "rail transit equipment", "energy saving and new energy vehicles" as ten key areas. "Agricultural machinery and equipment" can be regarded as one of the ten key areas. As a farm mechanic, he feels great honor and pressure. Since last year, the Ministry of Agriculture and the Ministry of Industry and Information Technology have made many joint investigations and demonstrations, drafted the draft of "Action Plan for the Development of Agricultural Machinery and Equipment 2016-2025", and will continue to solicit opinions from all sides. To make the measures practical and capable of landing, and strive to report them to the State Council for approval within the year, they will be issued and implemented by the National Development and Reform Commission, the Ministry of Industry and Information Technology and the Ministry of Agriculture.
3. The National 13th Five-Year Development Planning Outline attaches great importance to agricultural mechanization, which is elaborated in many places. As a major project of agricultural modernization, agricultural mechanization proposes to build 500 demonstration counties with full mechanization, and the comprehensive mechanization rate of main crop cultivation and harvest reaches 70%.
The state attaches great importance to agricultural mechanization. How to implement these supporting policies well requires research and wisdom from all aspects.
Second, from the perspective of structural reform of agricultural supply side, new requirements are put forward for structural reform of agricultural machinery and equipment supply side.
On July 30, the Ministry of Agriculture held a National Symposium on agricultural restructuring in Jilin. Minister Han Changfu put forward nine key aspects of work. The competent departments of agricultural mechanization, agricultural machinery research units and entrepreneurs should study and understand them carefully. Nine key areas of work, many of which need agricultural machinery and equipment to support. This year, China's cotton planting area has decreased by 5.3 million mu, maize by 30 million mu, soybean and forage crop planting area has increased, and the adjustment of agricultural structure has a great impact on agricultural machinery. Agricultural machinery industry needs to adapt to these new changes and provide equipment support for structural reform of agricultural supply side.

The third aspect, from the perspective of farmers'needs, is increasingly showing the characteristics of diversity.

With the acceleration of land transfer process, a large number of farmers, family farms, cooperatives and other new subjects emerge. Some new professional farmers'demand for traditional machinery requires branding, more emphasis on the reliability of machinery, price factors have been relegated to the secondary position. At the same time, with the rise of labor costs, cash crop machinery, machinery suitable for hilly and mountainous areas, there is an urgent need to solve the plight of no machinery available.

Fourthly, from the perspective of ecological civilization construction, agricultural machinery products that meet the requirements of green environmental protection should be the focus of support.

Machinery for water saving, fertilizer saving and medicine saving, comprehensive utilization of animal manure, agricultural film, crop straw and harmless treatment, and energy saving and emission reduction are in great demand. It is hoped that scientific researchers and entrepreneurs will attach great importance to it and make new contributions to the construction of ecological civilization.
